  1. Development
    • Originally, the task of guarding the coast was delegated to different units, such as the Ministry of the Interior, the Ministry of National Defense, the Ministry of Finance, and the Council of Agriculture, due to the segregation of authorities, impediments and hindrances that occurred when executing relevant duties. Plus the increasingly rampant smuggling activities that endangered the security and stability damaged the reputation of the nation, the National Security Committee thus proposed on the March 18, 1999 that it would set up a “dedicated coast guard agency”. After careful evaluation by the preparatory committee set up by the Executive Yuan, the “Executive Yuan Coast Guard Administration” was established by integrating the Coast Guard Command Department of the Ministry of National Defense, the aquatic police department of the National Police Administration of the Ministry of the Interior, and the Smuggling Surveillance Fleet of the Directorate General of Customs of the Ministry of Finance under the principle of no additional employees. After five relevant legislations of the Coast Guard Law were established on January 16, 2000, the proposal was passed and the Coast Guard Administration was established on the January 28, 2000 as the delegated unit for guarding the coasts of the nation.

  2. Organization
    • The Administration integrates military, police, custom, and civilian personnel and has been into the Departments of Planning, Coastal Patrol, Intelligence, Logistics, Telecommunications and Information, Personnel, Accounting, and Internal Affairs, as well as a Secretariat Office, Duty Command Center, and Air Patrol Corps. Under the Administration, there are two Offices of the Directorate General – the Maritime and Coast Patrol Directorate General Offices. The Maritime Patrol Directorate General Office is organized with personnel from the original aquatic police department and Smuggling Surveillance Fleet of the Office of Directorate General of Customs. Under the Office, a Surveillance and Reconnaissance Brigade, direct fleets, and twenty Patrol corps were set up. The Coast Guard Directorate General Office is organized with personnel from the original Coast Guard Command Department of the Ministry of National Defense. Under the Office, four regional patrol offices have been established. Further down the hierarchy there are eight coast patrol corps, eighteen subdivisions of coast patrol units, twenty reconnaissance brigades, and two outlying island command centers – Dongsha and Nansha.

  3. Staff
    1. Number of Employees
      • The Administration was organized with a total 19,680 staff members in 2003. By the end of year 2003, the Administration has maintained 15,034 employees (including compulsory service officers and soldiers of 8,530 persons). In which, 307 persons serve at the headquarters of the Administration, which is 2.04% of the total number of employees. The Maritime Patrol Directorate General’s Office employs 2,498 persons or 16.62%, and the Coast Patrol Directorate General’s Office has 12,229 employees at 81.34%.

    2. Classifications of Staffs
      • In the 15,034 persons of employees under the Administration at the end of year 2003, military personnel takes up 81.02% (in which, compulsory service officers and soldiers share 56.74%), police personnel occupies 12.39%, customs personnel is recorded at 1.33%, and 2.37% is registered for general public service personnel.

  4. Effectiveness of Operations
    1. Analysis of Overall Operational Effectiveness
      • In the cases 88 guns, 4,713 units of ammunition, 1,498 kilos and 629 grams of smuggled drugs, agricultural and fishery products with a combined value of NT$666.620 million, 258 illegal entry/exit suspects, and 1,385 illegal immigrants were seized. Compared to the figures of year 2002, guns saw a decrease of 130 units, ammunitions has a decrease of 8,645 units, drugs increased by 697 kilo and 623 grams, agricultural and fishery products had a decrease in value by NT$358.130 million, illegal entry/exit showed and increase of 55 persons, and illegal immigrants increased by 509 persons.

        Viewing from the number of cases in 2003 by month, the month of May had the most active activities with 1,039 cases; August took the second place with 899 cases and September the third with 727 cases. February, April, and December had relatively less cases at 456, 88, and 489 respectively, and other months had occurrences between 500 to 700 cases.

        Viewing the figures by unit, in 2003, the Maritime Patrol Directorate General’s Office and its units discovered and handled 4,391 or 57.06% cases. Of which, the Matzu Offshore Flotilla had the most cases at 1,271 cases. The Coast Patrol Directorate General’s Office and its units discovered and handled 3,300 or 42.88% cases; of which, the Central Coastal Patrol Office had the most at 1,762 cases. The Air Patrol Corps also handled 4 cases, which takes a share of 0.05% of the total number.

        Analyzed by area, 4,551 or 59.14% of cases were discovered and handled in Taiwan Province; on which, the Penghu and Taipei Counties had the highest counts at 676 and 488 respectively. 2,855 or 37.10% of cases were discovered at the Kinmen and Matzu areas; among which, 1,539 cases were handled in Kinmen County and 1,316 in Lianjiang County. Furthermore, Taipei City had 36 cases at 0.47 and Kaohsiung City had 253 cases at 3.29%.

    2. Classifications of Major cases
      • Cases can be classified into ten major categories - guns and ammunitions, drugs, smuggling, illegal entry/exit, cases of gang activities, illegal foreign boat operations, maritime environmental protection & conservation, search & rescue, and others. The following is an analysis of major cases by category:

        1. Guns and Ammunitions
          • In 2003, a total of 60 cases were discovered and 88 guns, 4,713 ammunitions, 34 kilograms of explosive materials, and 28 knives and weapons were seized. Compared to the number recorded in 2002, an increase of 33 cases were registered but decreases in the numbers of guns (130 units), ammunitions (8,645 counts), and explosive materials (75 kilograms) were reported, with exception to a 19 unit count of increase in the subcategory of knives and weapons.

            Analyzed by area, 51 or 85.00% of cases were discovered in the Taiwan Province with Taichung City having the highest number of cases at 10. Taipei City had one case at 1.67%, Kaohsiung City had 6 cases at 10.00%, and the Kinmen/Matzu Area had 2 cases at 3.33%.

            Viewing from the ways of interdiction, a share of 75.00% and 25.00% were discovered through the Intelligence and Duty systems respectively. Analyzed from the time period of occurrence, the hours between 16 to 18 hours took the highest share at 18.33%. Viewing from the locations of interdiction, cases discovered inland had the highest share at 70.00%, and the second is 21.67% discovered along the coasts.

        2. Drugs
          • In 2003, 167 drug-related cases were discovered with seizures of 1,498 kilo and 629 grams. The volume is mainly composed of second-grade drugs at 89.92% and the second largest volume seized was the first-grade drugs at 3.86%. Third-grade drugs took a share of 2.37%. Moreover, the first-grade drugs seized are all heroin. Second-grade drugs include the largest volume of amphetamines at 1,330 kilo and 995 grams or 98.77%. Third-grade drugs seized were mainly Ketamine at 33 kilo and 795 grams or 95.27%. Compared to the records of year 2002, an increase of 89 cases is registered with additional 697 kilo and 623 grams of drugs. This increase is mainly caused by a large-scale increase in amphetamine at 823 kilo and 126 grams.

            Analyzed by area, 1,460 kilo and 397 grams were seized in the Taiwan Province, which takes up 97.45% of the total volume. Among the counties, Tainan County and Pingtung County ranked the highest at 596 kilo 975 grams and 579 kilo 531 grams respectively. Taipei City had 820 grams at 0.05% and Kaohsiung City had 37 kilo 411 grams or 2.50%. No drugs were seized in the Kinmen and Matzu area.

            From ways of interdiction, 98.20% of cases were discovered through the Intelligence system, and from the aspect of time, the hours between 16 to 18 hours took the highest share at 19.16%. Furthermore, 96.41%, the highest, of drugs were discovered inland.

        3. Smuggling
          • A total of 1,014 cases were discovered In 2003. In which, 565 cases were smuggling cases of agricultural and fishery products and 736 cases involved smuggle of other goods (due to the fact that part of the cases involved both categories, the total of the above two categories is larger than the total number of cases). From the value of goods, a total of NT$666.620 million of products were seized. In which, agricultural and fishery products took a share of NT$150.960 million or 22.64%, and other goods are in the value of NT$515.67 million or 77.36%. Compared to the figures of year 2002, the total case count decreased by 147 cases and the total value has a decrease of NT$358.130 million. The following is an analysis by item:

            1. Agricultural and Fishery Products: include agricultural products, fishery products, live animals, nursery stocks, and other items in a total value of NT$150.960 million. In which, fishery products take the largest volume at NT$73.87 million or 48.94%, and agricultural products take the second at NT$73.87 million or 47.26%. Compared to the figure recoded In 2002, a slight decrease at NT$2.28 million is registered.

            2. Other Smuggled Goods: include tobacco, alcohol, electronic products, oils, and other items in a value of approximately NT$512.670 million. In which, tobacco takes the highest share at NT$433.990 million or 84.16%. Compared to the year 2002, a decrease of NT$360.410 million is recorded.

              Viewing by area, a value of NT$531.220 million or 79.69% was discovered in the Taiwan Province. Among the counties, the Kaohsiung County has the most active activities with seizures in a value of NT$143.390 million. Taipei City had a value of NT$1.19 million at 0.18%, Kaohsiung City had NT$66.91 million at 10.04%, and the Kinmen/Matzu Area had NT$67.30 million at 10.10%.

              Analyzing from the ways of interdiction, 78.70% of cases were discovered through the Duty System. The hours between 10 to 12, 14 to 16, 20 to 22, and 22 to 24 were the most active periods. Furthermore, discoveries made at the coasts shares 73.08%, which is far higher than all other locations. The second highest is on the sea at 14.69%. The distribution of locations is very different from that of the guns/ammunitions and drugs, which were mainly found inland.

        4. Illegal Entry/Exit
          • A total of 526 cases were discovered In 2003 with suspects in a total of 258 persons and illegal immigrants 1,385 persons. Compared to the figure recorded at the same period last year, an increase of 282 cases is added to the total number with 55 persons in the suspect category and 509 persons in the illegal immigrant category. Illegal immigrants were mainly from the Mainland China with a total of 1,299 persons at 93.79%. Among cases of illegal entry/exit, 62 citizens of the nation and 24 non-Chinese immigrants were found with a ratio of 6.21%. Among the illegal immigrants from Mainland China, males were counted at 268 persons or 20.63% and females took a share of 1,031 persons or 79.37%. Categorized by age, male age between 30 and 40 took the highest share of the gender at 97 persons or 36.19%, and females between 18 to 24 years of age had the highest share of 582 persons at 56.45%. Female age between 24 and 30 took the second place with 233 persons or 22.60%. Most illegal immigrants departed from counties and cities other than the Fujian Province (outside of Pingtan County and Xiamen City) with a number of 534 persons at 41.11%. The Pingtan County of Fujian Province took the second place with a number of 518 persons or 39.88%. In addition to unspecified locations, illegal immigrants landed at the Taipei County took the highest share at 373 persons or 28.71% and Ilan County Second at 213 persons or 16.40%.

            Categorized by Area, 1,162 persons or 84.12% were discovered in the Taiwan Province. In which, the Taipei County took the highest share with 475 persons and Ilan County second with 233 persons. 60 persons or 4.33% were found in Taipei city, 5 persons or 0.36% in Kaohsiung City, and 155 persons or 11.19% in the Kinmen/Matzu Area.

            From the ways of interdiction, 88.40% were found through the Intelligence System. Judging from the time periods, 20 to 24 hours was the most active period at 12.55% and the hours between 12 and 14 had the least discoveries. Furthermore, illegal immigrants were mainly discovered inland at 74.90% and coasts second at 17.49%.

        5. Cases of Gang Activities
          • A total of 7 cases were discovered In 2003 with 82 suspects. Compared to the number of year 2002, a decrease of 7 cases is recorded but an increase is registered for the number of persons (46 persons) found.

            Categorized by area, all cases were discovered in the Taiwan Province, and all cases were discovered through the Intelligence System.

        6. Illegal Foreign Boat Operations
          • A total of 1,005 illegal foreign boat operation cases were discovered In 2003 with a total count of 1,018 ships; 2,442 ship expulsion cases occurred with a count of 5,065 ships. A total of 3,447 cases and 6,083 ships were recorded in this category. Most cross-line fishing ships were from Mainland China, as well as ships expelled, at a combined total of 99.68%. Compared to the record of year 2002, a decrease of 175 cases and 189 ships was recorded for the category of cross-line fishing and 846 cases and 1,647 ships were registered as an increase; with the figures, the total cases was increased to 671 cases and 1,458 ships.

            Categorized by area, a total of 3,038 ships or 49.94% were discovered in the Taiwan Province. In which, the Penghu County took the highest share at as many as 1,210 ships and the Keelung City second with a number 541 ships. 157 ships or 2.58 ships were discovered at the Kaohsiung City and 2,888 ships or 47.48% were found at the Kinmen/Matzu Area.

            The majority part of the cases (99.04%) was discovered during Patrol Missions and most cases (17.55%) were found during 10 to 12 hours. Hours between 14 and 16 takes the second highest at 15.49%. Furthermore, most incidents were discovered at sea with a ratio as high as 96.49%.

        7. Maritime Environmental Protection and Conservation
          • Ins 2003, 285 cases and 636 suspects were found. In which, 141 cases were illegal poisons, bombs, electronics, and net fishing cases at 141 cases and 403 persons, which is among the highest of all categories with percentages of 49.47% and 63.36% respectively. The second highest are cases of violation to the Coast Ecology and Environmental Protection Law with a case count of 93 cases and 142 persons or 32.63% and 22.33% respectively. Compared to the figure of year 2002, a decrease of 179 cases and 641 suspects were recoded.

            Categorized by area, 260 cases were found in the Taiwan Province, which takes up 91.23%. In which, Penghu County has the most cases at 57 cases and Pingtung County second with 40 cases. Kaohsiung city has 8 cases or 2.81% and the Kinmen/Matzu Area has 17 cases or 5.96%.

            The majority of cases were found during Patrol Missions at 57.89%. From the aspect of time periods, 16.14%, the highest, of cases were found during 10 to 12, and the hours during 16 to 18 has the second highest share at 15.09%. Furthermore, most cases, 46.67%, were discovered at sea and the second highest, 3.60%, at coasts.

        8. Search and Rescue
          • In 2003, a total of 305 cases of search and rescue were executed. A total of 358 ships and 1,826 persons were involved in rescue missions. Compared to the same period of last year, an addition of 45 cases, 69 ships, and 834 persons were registered. Rescued ships were mainly fishing rafts and sampans and fishing boats with a total of 327 ships at 91.34%. Main causes are machine malfunction with a total of 179 ships or 50.00% and stranding second at 48 ships or 13.41%. Results of rescue were mainly fishing boat towing at as many as 122 ships or 34.08% and towing by the Administration second at 120 ships or 33.52%. Sea rescues is registered with 280 cases and 287 ships. The main location of incidents is at the territorial waters with a total of 221 ships or 77.00%. The Wind-forces recorded during rescue missions were mainly 4 to 7 at 73.87%. In 2003, a total of 133 cases and 162 persons of rescue cases were executed. Compared to the figure of year 2002, a decrease of 63 cases and 189 persons was recorded. Corpse retrieval was recorded as 108 cases and 111 corpses. Compared to the number of year 2002, four cases of increase and 232 corpses in a decrease were recorded.

            Categorized by area, 531 cases or 89.85% occurred in the Taiwan Province. In which, the Taipei County has the most cases with a count of 81 and Pingtung County second with a total of 74. Kaohsiung City had 21 cases at 3.55% and the Kinmen/Matzu area had 39 cases at 6.60%.

            Most cases, 69.71%, were discovered through the intelligence system, and handled during the hours of 14 to 16 at 15.06%. The second highest period is during the hours of 10 to 12 at 12.69%. From the point of location, search and rescue cases mainly occurred at sea at 57.19% and the second coasts at 26.73%.

    3. Ananlysis of Suspects
        1. Nationalities
          • Among the cases handled by the Administration in 2003, a total of 11,139 suspects were involved. In which 7,797 persons or 70.00% were from Mainland China. Citizens of Taiwan take a share of 3,261 persons or 29.28% and non-Chinese foreigners 81 persons or 0.73%. Among the categories of cases, gun and ammunition smuggles were all committed by citizens of the Nation and illegal foreign boat operations were mainly violated by Mainland Chinese. Smuggling of Agricultural/Fishery and Other Products were committed by both the citizens and Mainland Chinese at 50.23% and 47.34% respectively. Violations of other categories were mainly committed by citizens of the Nation.

        2. Age
          • Suspects arrested in 2002 were mainly between age 30 and 39 with a total of 3,978 or 35.71%. Suspects age between 40 and 49 take the second place with a total of 2,778 or 24.94%. The next highest sector is between age 24 to 29 at a total of 1,815 persons or 16.29%. Among the categories of cases, smuggling of guns/ammunitions, drugs, agricultural/fishery and other products, illegal entry/exit, and illegal fishing boat operations were mainly committed by persons age between 30 and 39. Suspects of gang activities were mainly persons between age 24 and 29. Those violated maritime environmental protection and conservation laws were mainly persons age between 40 and 49.

        3. Education
          • Among the suspects arrested in 2003, education-level unidentified has a total of 3,838 persons at 34.46%. The rest were mainly in the category of elementary education, which takes 4,020 persons at 36.09%. The second highest is the Secondary School Category with a total of 1,461 persons or 13.12%. The next highest is the Category of High School (including occupational) Level with a number of 705 persons at 6.33%. Among all cases, guns/ammunition smuggles, illegal entrance/exit, and cases of gang activities were mainly committed by persons with High School (including Occupational) Education. Drug smuggling was mainly committed by persons with Secondary school education. Smuggling of Agricultural/Fishery/Other Products, illegal fishing boat operations, and violations to maritime environmental protection and conservation laws were mainly committed by persons with Elementary School Education.

        4. Occupations
          • Suspects arrested in 2003 were mainly agriculture/forest /fishery/livestock farming workers with a total of 9,333 persons at 83.79%. Among all categories of cases, other than the category of gun/ammunition and drug smuggling, which were mainly committed by persons without occupations, suspects involved in cases of gang act ivies were mainly workers in the service industry and the rest were mainly committed by workers of the agriculture/forest /fishery/livestock farming industries.
