Department of Logistics

o Areas of Responsibility
The Department of Logistics is divided into four sections; each handles the following affairs:
   
  • Equipment Section:
      Study, develop and draft logistic policies.
      Drafting logistic policy implementation plans; budget execution, control and effectiveness analysis.
      Draft and amend logistic related regulations and operational procedures.
      Logistic data statistics analysis and equipment preparations.
      Planning, supervision and evaluation of national property management policies.
      Other affairs of the Department not assigned to other sections.
       
  • Procurement Section
      Draft and recommend amendments for procurement regulations and policies; legal case coordination and dispute handling.
      Plan, manage, and implement procurement projects.
      Supervision and inspection of procurement and related education/training.
      Business information collection and floor price recommendation.
      Handle complaints and appeals of bidders.
      Matters related to tender solicitation, tender unsealing and contract signing.
      Handle procurement case acceptance inspection, payment and case-closure, and contract-fulfillment disputes.
      Management of ordering and PO’s of the joint supply contract electronic procurement system.
      Matters concerning establishment of the Administration’s technological equipment procurement review meeting and related implementations.
      Other affairs relating to procurement.
       
  • Supply and Maintenance Section:
      Budget planning for equipment supply and maintenance of the Administration.
      Planning and implementation of logistic equipment maintenance and management policies.
      Transportation (land, sea, and air) operational policy planning and implementation.
      Uniform, food, fuel, office and living equipment management policies.
      Planning and implementation of duty canine policies.
      Planning and implementation of vehicle dispatching policies.
      Medical care policy and sanitation duty management policies, budget preparation and implementation.
      Implementation and supervision of uniform and vehicle fuel procurement and vehicle management.
      Matters concerning establishment of the Administration’s technological vessel construction and development review meeting and related implementations.
      Other affairs relating to supply and maintenance.
       
  • Property Construction Section:
      Handle affairs relating to construction project policy, regulations, overall planning/design review and supervision.
      Major logistic facility investment project work planning, evaluation/review and supervision.
      Water/electricity supply operations supervision.
      Property management policy/regulation drafting and supervision/evaluation.
      Supervisions of property procurement (purchase, allocation, acquisition, takeover, rental, and loan), management, maintenance, and disposal.
      Mediate and evaluate property complaint cases (dispute handling).
      Coordination, supervision and evaluation environmental protection affairs.
      Matters concerning establishment of the Administration’s technological building construction and development review meeting and related implementations.
      Other affairs relating to land, property, and construction project management.
