Department of Personnel

o Areas of Responsibility
The Department of Personnel is divided into five sections; each handles the following affairs:
  • General Planning Section:
      Formulation and revision of personnel regulations.
      Formulation and revision of staffing procedures.
      Affairs pertinent to personnel management of the personnel office of the Administration and its agencies.
      Affairs pertinent to implementation of human resource management strategies.
      Affairs pertinent to contracting operations to private entities.
      Affairs pertinent to request for coastal patrol examination.
      Affairs pertinent to collection of personnel statistics data.
      Affairs pertinent to R&D and management of the personnel information system.
      Affairs pertinent to collection of briefing data.
      Affairs pertinent to receipt/distribution, control and filing of documents of the Department.
      Other affairs of the Department not assigned to other sections.
      Other affairs pertinent to General Planning.
       
  • Appointment and Dismissal Section:
      Affairs pertinent to examinations and assignments, appointments and dismissals, service and discharge, transfers and recruitments.
      Affairs pertinent to duty classification and position ranking.
      Affairs pertinent to recruitment of military personnel.
      Affairs pertinent to military personnel voluntary service extension and termination (suspension).
      Affairs pertinent to review of adjunct duty/teaching assignment.
      Affairs pertinent to appointment and promotion (ranking, salary) of military personnel.
      Affairs pertinent to military personnel’s IQ test, specialization test and conferment.
      Affairs pertinent to registration all personnel of the Administration and its agencies.
      Affairs pertinent to issue of employment/dismissal certificates.
      Affairs pertinent to court-martial case notification and ordinary court inquiry.
      Affairs pertinent to management of civil personnel data.
      Other affairs pertinent to Appointment and Dismissal.
       
  • Personnel Audit Section:
      Affairs pertinent to regular personnel performance review (evaluation) and rewards/penalty evaluation.
      Affairs pertinent to organizational education and continuing education.
      Affairs pertinent to staff training, on-job training and training case review and recommendation.
      Affairs pertinent to military personnel’s pre-dismissal training and recommendation for participation in military-instruction officer’s training.
      Affairs pertinent to training of individuals who pass the coastal patrol examination.
      Affairs pertinent to official trip/duty and off-day (leave) management.
      Affairs pertinent to military personnel data management.
      Affairs pertinent to uniform requirement.
      Affairs pertinent to selection/recognition of model personnel.
      Affairs pertinent to production, issue and management of ID badges of coastal patrol agencies.
      Affairs pertinent to management of ID cards of military personnel and spouses.
      Other affairs pertinent to Personnel Audit.
       
  • Compensation Section:
      Affairs pertinent to salary and various allowances.
      Affairs pertinent to retirement (discharge), layoff and compensation.
      Affairs pertinent to providing care for the Administration’s retired personnel.
      Affairs pertinent to retirement of the Administration’s civil servants and pension disbursement.
      Affairs pertinent to deposit of dismissal pension funds for the Administration’s politically-appointed staffs.
      Affairs pertinent to civil servant’s insurance, health insurance, military personnel’s insurance and military personnel’s group insurance.
      Affairs pertinent to condolence compensation and living subsidies provided for work-related injury/death.
      Affairs pertinent to housing purchase assistance, housing fund financing, and public (military) housing distribution sales.
      Affairs pertinent to cultural/recreational activities.
      Affairs pertinent to military personnel spouse services.
      Other affairs pertinent to Compensation.
       
  • Psychological Counseling Section:
      Formulation of psychological counseling work policies.
      Handling psychological counseling personnel performance evaluations and selection/recognition of outstanding psychological counselors.
      Recommendation of psychological counseling personnel for training.
      Affairs pertinent to establishment of social work resource network.
      Affairs pertinent to compilation and printing of psychological counseling class materials, as well as book procurement and management.
      Affairs pertinent to psychological counseling topical studies.
      Affairs pertinent to psychological counseling education, topical lectures and academic forums.
      Affairs pertinent to professional training for psychological counseling personnel and reserved managers.
      Affairs pertinent to statistical analysis of psychological test and psychological counseling questionnaire survey.
      Affairs pertinent to psychological counseling and case management.
      Affairs pertinent to editing and publication of Coast Guard Bimonthly.
      Other affairs pertinent to psychological counseling.
