Department of Planning

o Areas of Responsibility
The Department of Planning is divided into five sections; each handles the following affairs:
  • The Planning Section:
      Study (evaluate) and propose administrative policies and plans of the Administration and units under the Administration.
      Study and draft administrative plans and relevant regulations.
      Study, draft, supervise and evaluate mid- and long-term plans of the Administration and units under the Administration.
      Evaluate major investments and facility development of the Administration and units under the Administration.
      Evaluate special projects of the Administration at the Annual Plan Evaluation/Approval Meeting and process the suggestions.
      Edit the White Paper of the Administration.
      Handle other affairs of the Department not defined as duties of other sections.
      Handle other affairs relevant to planning.
       
  • The Control and Assessment Section:
      Control and assess administrative plans and annual international official trips of the Administration and units under the Administration.
      Track and control resolutions made in major meetings of the Administration and important instructions given by the Minister.
      Coordinate and handle investigations and assessments on special projects handed down by the Executive Yuan or the Coast Guard Administration.
      Track and control major projects and plans.
      Draft discussion motions for the Control and Evaluation Affairs Coordination Meeting.
      Evaluate and assess controlled administrative plans.
      Edit, publish, and manage work progress reports, assessments, and other relevant information of controlled administrative plans.
      Control and assess the progress of works initiated as a result of the Premier’s instruction given during the Executive Yuan Meeting or the resolutions of Executive Yuan Meeting.
      Assess the effectiveness of social security reinforcement initiated by the Executive Yuan.
      Handle time control of investigation, petition,corrective measures cases and“Control Yuan case information management system” from the Control Yuan.
      Control the unified codes of the Administration's publications.
      Handle other affairs relevant to control and assessments.
       
  • The Research and Development Section:
      Study and analyze organizational structures and functions of the Administration and units under the Administration.
      Draft and amend detailed work rules.
      Organization of public opinion survey results.
      Supervise and evaluate research and development works of the Administration and units under the Administration, and conduct award assessments.
      Research and development works of the Administration.
      Plan cooperative projects with academic organizations.
      Assess the Administration's public service and edit achievement reports.
      Plan the Administration's service upgrade implementation project and edit the overall achievement report.
      Overall processing of petitions filed with the Administration.
       
  • The Maritime Affair Section:
      Implementation and Development of the Administration’s International maritime affairs.
      Strategic planning of the Administration’s overall maritime affairs.
      Support works for “Executive Yuan Ocean Affairs Implementation Commission.”
      Implementation of the tasks of the Administration’s “Commission of Ocean Business Research.”
      Collection and analysis of maritime affair information.
      Coordination and contact with ocean-affair-related organization.
      Subsidies for domestic ocean-affair-related studies and activities.
      Production of the Administration’s introductory materials.
      Other ocean-affair-related implementations.
       
  • The Legal Section:
      Control and evaluation of regulatory and legislative proposals.
      Evaluate drafts, amendments, and abolishment of the Administration's regulations.
      Study or interpretation of issues concerning applicability of regulations.
      Review of the Administration's procurement contracts.
      Registration, statistics and control of regulations under the care of the Administration.
      Control of dissemination and English translation of the Administration’s regulations.
      Collection, management and analysis of regulations.
      Editing and printing of regulatory publications.
      Legal issue consultation.
      Review and supervision lodging complaints and state compensation cases.
      Handle other affairs relevant to regulatory issues.
