The notification and coordination of marine disaster rescue operations in the Republic of China is mainly conducted by National Rescue Command Center, Executive Yuan, and Coast Guard Administration is responsible for the executions. When the Center receives notification and verifies the marine disaster, various marine disaster rescue agencies begin to take actions in accordance with the emergency relief procedures of “Executive Yuan National Rescue Command Center Operations Manual.”
When commercial and fishery boats flying the flag of the Republic of China experience marine disasters in other regions, after receiving the request, National Rescue Command Center, Executive Yuan may act on their behalf and ask rescue agencies of concerned region to provide support. It will also notify the Ministry of Transportation and Communications, Maritime Distress Emergency and Rescue Committee, Fisheries Agency or the Ministry of Foreign Affairs to fulfill the rescue missions. However if disasters involve international disputes, including interference, agreement, arbitration and compensation, it will transfer them to Maritime Distress Emergency and Rescue Committee for processing.
For the purpose of enhancing marine disaster rescue efficiency, Coast Guard Administration has compiled “Marine Disaster Rescue Operations Manual” and laid down operational procedures pertinent to emergency response organization in order to set up joint command centers and dispatch rescue carriers in a timely manner to execute maritime rescue missions and protect the life and property of the people.
