Ministry of Interior, Ministry of National Defense, Ministry of Treasury and Farmers' Committee have been in charge of coast defense respectively for a long time. Because of unequal governance, the tasks of preventing smuggle and illegal immigration developed many puzzles, which caused the issues of smuggle and illegal immigration rampant day by day. These serious harms damaged the national and social security, and the economic order.In order to improve stated malpractice listed above, The resolution of National Security conference established "Seacoast Defense Patrol Sole Responsibility Organization" on March 18, 1999 A.D. to unifies governance of country coast defense, which displayed full overall potency. Latter, has been established a committee after Executive Yuan to thoroughly discuss and plan the entire original Seacoast defense system. Including National Police Administration of The Ministry of Interior, Harbor Police Bureau, and the apprehending smugglers naval vessel of Executive Yuan Customs Duty Bureau to operate the commands. Based on the principle of total specified numbers of personnel, our government formed "the Executive Yuan Seacoast Defense Patrol Bureau", moreover, instituted the "Law Of Coast Guard Organization", "Law Of Coast Guard Administration Organization", "Regulation Of General Coast Patrol Agency Organization" and "General Coast Patrol Agency Regulation" five drafts. On January 14, the Legislative Yuan discusses passed, completed the legislative procedure, our office legally officially was established on January 28, 1999 A.D.

Central Coastal Patrol Office (C.C.P.O) was "Coast Guard Headquarters", a unit of Ministry of National Defense before, which executes multitude coast patrol policies and command now. Our director is Lin Fu-An, deputy-directors are Chang Ting-Chi and Tu Chien-Yeh. We have eleven departments, includes Patrol Section, Security Control Section, Intelligence Section, Logistic Section, Telecommunication&Information Section, Secretariat Office, Personnel office, Accounting Office, Superintend Office, Duty Command Center and Procurement Section.
After August 1, 2002 A.D., in order to increase our efficiency and according to adjustment policy from General Coast Patrol Agency, through principle of "Rising executive duty grade" and "Organization simplify", then achieving best efficiency. Based coastal patrol units which departs to "Inspection Office" and "Reconnaissance patrol station". Miaoli, Taichung, Changhwa, Yunlin, Chia-i, Kinmen Reconnaissance Brigade, Coast Patrol corps 3,3-2,4,4-1,4-2,9 and Training corps are under the C.C.P.O's jurisdiction. C.C.P.O leads ubisupra patrol units to take charge of seizing the smuggling case, illegal immigration, crime prevention, the examination of restricted coast area and assisting the security examination of trade port to build the staunch coastline effectively and maintain the national security.Therefore, we had to enforced the principle of "Ally-duty(Sea-Coast)" within local area responsibility , established "12th Patrol Area, C.G.A" on April 16, 2005 A.D. and, 4th and 5th Patrol Area on July 1,2005A.D.,operating Ally-duty for the present.
