China Conducts Hybrid Incursion Ahead of Military Drills — The ROC Taiwan Coast Guard Administration Intercepts Infiltrator and Responds to Simultaneous Maritime Provocations
On the morning of April 1, personnel from the Mobile Patrol Station 1 of the Coast Patrol Corps 9(Kinmen) under the ROC Taiwan Coast Guard Administration (TCGA) discovered a suspicious inflatable boat off the coast of Hanshehua in Kinmen at 06:49. A male Mainland China individual attempting to illegally enter Taiwan via maritime infiltration was intercepted onshore. Both the suspect and the boat were taken into custody for investigation. The case has been referred to the Kinmen District Prosecutors Office for further handling. Shortly thereafter, around 08:00, four Mainland China Coast Guard (CCG) vessels entered the Restricted Area near Xiyin (West Islet) and Wuqiu in the Matsu area, prompting the TCGA to deploy Patrol Boats to monitor and counter the incursion.
As Kinmen and Matsu lie at the forefront of Mainland China gray zone harassment, TCGA’s Patrol Area Office 12 remains vigilant against all suspicious activity. Through round-the-clock maritime and coastal surveillance, bolstered by technological monitoring systems, TCGA swiftly responded to the attempted infiltration. Despite the infiltrator using a small, low-profile inflatable boat under cover of dawn, the Coast Patrol Corps 9 was able to promptly detect and apprehend the individual along the shore. Radar systems then identified two CCG vessels each breaching the Restricted Area near Xiyin and Wuqiu, triggering the immediate activation of TCGA’s emergency response center and the dispatch of Patrol Boats PP-10082, PP-10037, PP-3586, and PP-10081 to engage in parallel monitoring and response operations.
Notably, the illegal infiltration was detected at 06:49, mere minutes before Mainland China authorities announced military drills at 07:30 on April 1. TCGA highlighted the potential correlation between the attempted infiltration and the subsequent appearance of CCG vessels, suggesting that these incidents may be coordinated as part of Mainland China’s broader military exercise agenda. This pattern indicates a shift toward hybrid gray zone tactics, combining covert infiltration attempts with overt maritime intimidation. TCGA will continue enhancing surveillance readiness and deployment strategies, while maintaining close coordination with Taiwan’s armed forces to counter infiltration and safeguard national maritime borders.
