1140622-China Coast Guard Harassment in Dongsha Waters , Jun 22, 2025
China Coast Guard vessel intrudes into Dongsha Waters; Taiwan Coast Guard monitors and expels vessel, strongly condemns China’s Gray Zone harassment
The Taiwan Coast Guard Administration (TCGA) stated today (22nd) that at 0600 on June 21, the China Coast Guard (CCG) vessel “3302” was detected entering the restricted waters northwest of Dongsha (Pratas).
TCGA immediately dispatched the Dongsha mission vessel “Xunhu No.7” to conduct full escort monitoring and continuous radio warnings to drive it away. The TCGA vessel “Yunlin” was also deployed for support.
At 0610 on the 22nd, the TCGA vessel “Yunlin” forced CCG vessel 3302 to leave the restricted waters northwest of Dongsha. The vessel departed the area heading 291 degrees at 13.9 knots, sailing away from the Dongsha waters.
TCGA pointed out that since January this year, CCG vessels have conducted 11 incursions in 6 voyages into the Dongsha waters for harassment patrols. Some vessels have even turned off their Automatic Identification System (AIS) to conceal navigation tracks while conducting Gray Zone harassment.
These actions consume and disrupt TCGA enforcement resources, violate international law and maritime navigation norms, infringe on Taiwan’s sovereignty, increase the risk of maritime conflict, and undermine regional peace and stability. The CGA expressed serious protest and strong condemnation.
TCGA also noted that Dongsha Atoll is Taiwan’s first marine national park, primarily dedicated to protecting the marine ecological environment. It is a high-level marine protected area where all forms of fishing and angling are prohibited.
From January to present this year, TCGA has expelled 31 Chinese fishing vessels (111 vessel instances) that crossed into Dongsha waters and detained 7 small boats.
Since May 1, China has entered its seasonal fishing moratorium, yet Chinese fishing vessels have continued operations at sea. This indicates failures in China’s maritime management. TCGA calls on China to restrain its fishing vessels and prevent them from entering Dongsha waters for illegal harvesting, which damages marine ecosystems and contradicts universal marine conservation values.
CCG vessels should also immediately stop harassing the Dongsha waters and must not escort Chinese fishing vessels engaging in illegal fishing. TCGA stressed that China’s leadership likely does not wish to become an enemy of marine sustainability.
To protect the valuable marine resources of Dongsha waters and firmly safeguard national sovereignty, TCGA continues to deploy large patrol vessels stationed in the Dongsha area. Together with multifunction patrol boats from the Dongsha detachment, they maintain round-the-clock protection, closely monitor Chinese vessel movements, defend national sovereignty, and ensure sustainable development of Dongsha’s marine resources.
