China Coast Guard Hsrassment in Kinmen Waters , May 9, 2024

ROC TCGA Urges Mainland China to Cease Irrational Maritime Actions Following Joint Incursion by Mainland China Coast Guard and Government Vessels into Kinmen Waters

In regard of a coordinated incursion by both Mainland China Coast Guard (CCG) and other Mainland Chinese government vessels into restricted waters near Kinmen, ROC Taiwan Coast Guard Administration(TCGA) urges Mainland China to immediately halt provocative and irrational maritime actions.
At approximately 12:00 on May 9, TCGA's Kinmen-Matsu-Penghu Branch detected a growing presence of Mainland Chinese vessels in the southern waters off Kinmen, comprising five CCG vessels and seven other Mainland Chinese government ships. In response, TCGA deployed six patrol boats in multiple formations to monitor, gather evidence, and broadcast warnings throughout the encountering.
At around 15:00, a fleet of seven Mainland Chinese government vessels — including Haixun 06, Haixun 0802, Haijian 8002, Haijian 8027, Donghai Rescue 113, Yuzheng 35501, and Huaying 391 — entered restricted waters of Taiwan Area approximately four nautical miles southwest of Liaoluo Port, Kinmen. These vessels are believed to be affiliated with Mainland China’s maritime affairs and fisheries authorities. They were joined by three Mainland Chinese fishing vessels suspected of conducting maritime drills. The Kinmen Offshore Flotilla, in response, dispatched TCGA Patrol vessels, PP-10079, PP-3552, and PP-3573 to conduct surveillance, evidence gathering, and radio-based expulsion procedures.
Meanwhile, another formation of four CCG vessels — 14608, 14512, 14604, and 14603 — approached from the south of Dadan Island, entering Taiwan Area’s Restricted Water, while the fifth CCG vessel, 14515, maneuvered right out off the outer boundary line. In response, TCG deployed PP-10083, PP-10073, and PP-3596 to intercept, gather evidence, and issue continuous radio warnings. By 16:30, under sustained TCGA monitoring and intervention, all Mainland Chinese vessels had exited Taiwan Area's Restricted Waters.
This marks the fourth coordinated entry by CCG vessels into Kinmen’s Restricted Waters in May alone, and notably, the first time CCG vessels have simultaneously entered alongside other Mainland Chinese government vessels. TCGA condemns these escalatory actions, emphasizing that the southern waters off Kinmen are a critical maritime corridor with heavy commercial traffic. High-speed formation maneuvers by Mainland Chinese government vessels in this area gravely undermine cross-strait peace, stability, maritime safety, disrupt shipping order, and erode goodwill between the peoples on both sides of the Taiwan Strait.
In response to Mainland China's claims of “routine law enforcement” in the waters between Kinmen and Xiamen, TCGA reiterates that it continues to work closely with the Ministry of National Defense, employing integrated maritime surveillance and intelligence-gathering systems to maintain comprehensive situational awareness. TCGA will continue to implement response measures to ensure the safety of Kinmen's maritime domain and protect the operational rights of our fishermen.
