ROC TCGA Responds to Mainland China Coast Guard’s detention of Penghu’sFishing Vessel Da Jin Man No. 88
ROC Taiwan Coast Guard Administration(TCGA) issued the following statement regarding the detention of the Penghu fishing vessel Da Jin Man No. 88, which was boarded and detained by Mainland China Coast Guard (CCG) vessels in waters off Shinhu, Fujian Province:
1. At 20:14 on July 2, TCGA received a distress call from the owner of Da Jin Man No. 88, stating that the vessel had been boarded and detaoned by two CCG vessels—hull number 14521 and 14607—approximately 23.7 nautical miles northeast-by-east of Liaoluo Port, Kinmen (17.5 NM off Taiwan Area's Restricted Waters, and 25 NM west of the median line). In response, TCGA immediately dispatched Patrol Boat 10081 (14.3 NM from the scene) and 3505 (31.4 NM away) to the scene at full speed, maneuvering on an intercept course to the CCG formation in an attempt to rescue the fishing vessel. The third vessel, 10039, was also deployed for emergency support.
2. At 21:14, TCGA Patrol Boat 10081 was intercepted by three CCG vessels 1.6 NM from Da Jin Man No. 88, 5.4 NM off the coast of Jinjiang, 2.9 NM within Mainland China's claimed Territorial Sea baseline, and 13 NM from Beiding Island, Kinmen. TCGA officers issued radio calls demanding the immediate release of the Penghu fishing vessel, while CCG vessels responded, warning TCGA not to interfere. TCGA also detected four additional CCG vessels converging to the location. Despite repeated broadcasts from TCGA Patrol Boat 10081 and 3505, there was no indication of releasing. To avoid escalating toward severe confrontation, TCGA ultimately ceased their pursuit.
3. At 22:30, Da Jin Man No. 88 was confirmed to have been escorted by CCG vessels into Weitou Harbor, Fujian. Initial findings indicated the boarding took place 11.2 NM from Shenhu Town, Jinjiang City—within Mainland China’s claimed Territorial Sea— during Mainland China's seasonal fishing ban. Further coordination on the matter will be handled through established cross-strait communication mechanisms by the Mainland Affairs Council (MAC) and the Fisheries Agency.
TCGA urges Mainland Chinese authorities not to politicize this incident. TCGA calls on Mainland China to promptly express the legal basis of the detention and release the vessel and crew in accordance with appropriate procedures.
