Mainland China Coast Guard Makes Two Incursions into Kinmen Waters; ROC TCGA Responds with Enforcement and Expulsion Operations

On September 26, four Mainland China Coast Guard (CCG) vessels—14515, 14603, 14609, and 14521—made two separate coordinated incursions into Taiwan’s Restricted Area near Kinmen. In both instances, the ROC Taiwan Coast Guard Administration (TCGA) responded immediately with parallel maneuver and expulsion operations.
At 08:50, the four CCG vessels entered Taiwan's Restricted Area from four separate locations: south of Fuxing Islet, Jhuishan, Xinhou, and Liaoluo. TCGA’s Kinmen-Matsu-Penghu Branch (KMP Branch) dispatched four Patrol Boats to monitor, document, and issue Mandarin and English version of radio warnings. The CCG vessels exited the Restricted Area by 11:00, after approximately two hours and ten minutes of activity.
At 14:20, the exact four CCG vessels repeated the maneuver, entering the Restricted Area in the same formation and from the same directions. TCGA repeatedly deployed four Patrol Boats, which conducted evidence collection, maintained parallel shadowing, and issued stern warnings to assert Taiwan’s law enforcement authority. The CCG vessels departed by 16:20, following another two-hour incursion.
This marks the fourth coordinated intrusion by CCG vessels into Kinmen waters in September, and the 42nd such incident in 2024 involving unauthorized entry into waters surrounding Taiwan’s outlying islands.
TCGA strongly condemned these repeated actions, stating they do not contribute to equitable cross-strait engagement. TCGA reiterated that both sides share responsibility for preserving peace and stability in the Taiwan Strait, and called on Mainland China to recognize the regional implications of such actions and to pursue real benefits for people on both sides of the Strait.
TCGA reaffirmed its unwavering commitment to safeguarding Taiwan’s maritime sovereignty and security. TCGA also emphasized that it will continue to adhere to the principles of “No Provocation, No Conflict, No Evasion, No Backing down, and No Fear”, maintaining a firm, peaceful, and rational enforcement posture to uphold order in Taiwan’s maritime domain and protect the nation’s ocean rights.
