Mainland China Coast Guard Disregards Safety Amid Typhoon and Repeatedly Intruded into Kinmen Waters

Despite the severe sea state brought by Typhoon Koinu, which had caused gale-force winds (Beaufort scale 9–10) across the Taiwan Strait, the Mainland China Coast Guard (CCG) once again neglected maritime traffic order, navigational safety, and deployed four vessels into Taiwan’s Restricted Area near Kinmen this morning. The incursion occurred during numerous commercial and civilian vessels were actively navigating to avoid the storm, raising serious concerns over navigational safety and regional stability.
At approximately 08:00, the Kinmen-Matsu-Penghu Branch (KMP Branch) of the ROC Taiwan Coast Guard Administration (TCGA) detected via radar three CCG vessels departing from Xiamen and one from Weitou, Quanzhou. All four vessels gathered in the southern waters off Kinmen, approaching the boundary of Taiwan’s Restricted Area in a deliberate and coordinated maneuver.
At 09:00, the four CCG vessels—hull number 14512, 14609, 14603, and 14602—entered Taiwan’s Restricted Area from four directions: south of Fuxing Islet, Jhuishan, Liaoluo, and Beiding Island. TCGA Patrol Boats were pre-positioned to respond, each shadowing one CCG vessel in a one-on-one configuration. TCGA assets issued repeated radio warnings in Mandarin and English, clearly asserting Taiwan’s law enforcement jurisdiction and demanding the CCG vessels to leave immediately.
Under TCGA’s parallel monitoring and persistent expulsion measures, the CCG vessels exited Taiwan waters by 11:00. The incursion had lasted approximately two hours.
This incident marks the second consecutive day of such coordinated intrusions by CCG, bringing the total number of incursions into Taiwan’s Kinmen and Matsu waters to 48to date in 2024.
TCGA strongly condemned these actions, stating that such behavior exacerbates cross-strait tension, causes public division, and undermines efforts toward the development of constructive cross-strait engagement. TCGA emphasized that during typhoon seasons and rough seas, human life and property safety must be prioritized, and called on Mainland China to act responsibly in safeguarding maritime safety and order.
TCGA reaffirmed its unwavering commitment to national sovereignty and maritime rights. It will continue to uphold the principles of “No Provocation, No Conflict, No Evasion, No Backing-down, and No Fear,” and will resolutely defend the security and order of Taiwan’s maritime zones through lawful, determined, and professional enforcement.
