Seven Mainland China Coast Guard Vessels Conduct Gray Zone Harassment Against Taiwan; ROC TCGA Responds with One-on-One Monitoring Measure

1.The ROC Taiwan Coast Guard Administration(TCGA) released today (December 9), stating that, they have detected unusual activities by Mainland China Coast Guard (CCG) vessels since the early morning of December 6. In response, TCGA immediately activated its emergency response center. Notably, CCG 2901 was observed circling the southern Taiwan Strait, while CCG 1301 and 1302 maneuvered southward from northeastern waters. The said three vessels lingered in the waters 50 to 60 nautical miles northeast of Green Island, Taitung County on Taiwan’s eastern water. On December 9, four additional vessels—CCG 2203, 2302, 2304, and 2307—sailed toward the southwestern maritime area of Taiwan in formation. Despite none of these vessels entered Taiwan’s Prohibited or Restricted Area, TCGA promptly deployed Patrol Boats to conduct one-on-one parallel tracking and maintained full situational awareness throughout.
2.TCGA emphasized that these Mainland China’s gray zone tactics, in coordination with People’s Liberation Army (PLA) operations, constitute unilateral actions that undermine peace and stability across Taiwan Strait. Such activities will erode the foundation of cross-strait interaction and will escalate regional tensions. TCGA actively maintains real-time monitoring and response preparedness with Ministry of National Defense and other National Security related agencies by utilizing intelligence, surveillance, and reconnaissance (ISR) measures. TCGA further reiterated that under international law and the United Nations Charter, Mainland China has no legal right to conduct enforcement operations within Taiwan waters, and Taiwan retains the legality to respond with appropriate countermeasures. Vessels transiting near the affected areas are advised to exercise heightened caution.
3.TCGA Director-General Chang, Chung-lung reaffirmed that they will continue leveraging joint ISR capabilities with friendly forces to closely track all maritime targets in the vicinity of Taiwan. He urged Mainland Chinag to recognize the importance of peace and stability in the region and to immediately halt such disruptive actions. TCGA will uphold its guiding principles of “No Provocation and No Backing-up,” and will remain steadfast in defending Taiwan’s maritime security, territorial integrity, and sovereignty.
