1141120-China Coast Guard Harassment in Kinmen Waters , Nov 20, 2025

Tensions rise between China and Japan: China Coast Guard harasses Kinmen Waters twice today, Taiwan Coast Guard Administration responds strongly
Tensions between China and Japan continue to escalate, with Chinese Coast Guard (CCG) vessels frequently operating in the waters around Taiwan. Following the harassment of Kinmen waters by CCG vessels in a “column formation” on November 13th, today (20th), CCG vessels once again formed a flotilla, intruding twice in the morning and afternoon. This time, they adopted an "east-west split" approach, testing Taiwan's ability to respond under different scenarios.
Around 8:00 AM today, Taiwan Coast Guard Administration (TCGA) 12th Patrol District of the Kinmen-Matsu-Penghu Branch detected CCG vessels with their Automatic Identification System (AIS) turned off, indicating an intention to intrude. The Coast Guard immediately deployed patrol boats for forward positioning. At 9:00, four CCG vessels—“14515,” “14603,” “14605,” and “14527”—entered Taiwan’s waters in pairs from southwest of Lieyu and southeast of Liao Luo, sailing in a column formation. Four TCGA patrol boats approached and conducted parallel monitoring, preventing the Chinese vessels from entering deeper into our waters until they left our jurisdiction.
In the afternoon, at 3:00 PM, the CCG intruded once again. TCGA patrol boats, adhering to the principle of not avoiding or retreating, maintained their position in our waters and, through radio broadcasts in Chinese and English, strongly demanded that the Chinese vessels change course and leave. Under the parallel monitoring of our patrol boats, the Chinese vessels exited Kinmen's restricted waters at 5:00 PM.
TCGA emphasized that there were no intrusions by CCG vessels in Kinmen waters during October. However, as tensions between China and Japan have risen, Chinese vessels have intruded into Kinmen waters three times this month alone. In response to the threat posed by China, the Kinmen-Matsu-Penghu Branch and the 12th Patrol District maintain high-intensity surveillance, response, and deployment capabilities around the clock, regardless of time, weather, or sea conditions. Additionally, given the recent escalation in China-Japan tensions, TCGA continues to closely monitor maritime targets and will promptly respond if any abnormal signs are detected.
