TCGA Counters China’s Fake “Jurisdiction” Radio Hails to Cargo Ships, June 9, 2026

China Coast Guard Falsely Exercises Jurisdiction Over Passing Merchant Vessels; Taiwan Coast Guard Responds that China’s Actions Violate International Law and Should Be Disregarded
At 11:00 on June 9, five China government vessels — Haixun 06, Haixun 08, Haixun 09, Donghai Jiu 113, and China Coast Guard vessel 2202 — were detected approximately 40 nautical miles east of Pengjia Islet (12 nautical miles outside Taiwan’s Restricted Water), continuing to proceed northward away from Taiwan’s water. Taiwan Coast Guard Administration(TCGA) cutters remain on station and continue to monitor their activities.

During the operation, the China vessels broadcast inquiries to three passing merchant vessels regarding port destinations and crew information. TCGA vessels immediately responded, stating that China’s actions violated international law and that the vessels should disregard such harassment.

TCGA stated that China used the Japan–Philippines negotiations as a pretext to dispatch both China Coast Guard and survey vessels into water east of Taiwan. In response, TCGA proactively deployed cutters and maintained continuous parallel monitoring throughout the operation.

At 13:00 on June 7, the TCGA cutter Changbin intercepted radio communications in which Haixun 06 questioned the Singapore-flagged vessel 'E' approximately 39 nautical miles southwest of Eluanbi. At 06:08 on June 9, the cutter Hualien intercepted similar inquiries directed at the Liberia-flagged vessel 'S' approximately 34 nautical miles east of Su'ao. At 08:43 the same day, the cutter Yilan intercepted Haixun 06 calling the Benin-flagged vessel 'A' approximately 33 nautical miles east of Sandiaojiao.

TCGA immediately issued radio warnings to the China vessels, stating: 'This is the Exclusive Economic Zone of the Republic of China (Taiwan). China has no jurisdiction in these water. Do not harass passing vessels. Your actions violate international law. Depart immediately.'

TCGA vessels also broadcast to passing merchant ships: 'You are navigating in water under the jurisdiction of the Republic of China (Taiwan). China possesses no sovereign rights or jurisdiction here. Please maintain normal navigation and disregard any broadcasts from China government vessels. Should you require assistance, please contact Taiwan Coast Guard vessels immediately via radio or other available communication channels.'
TCGA emphasized that, through integrated surveillance, reconnaissance, and intelligence-gathering capabilities, it has maintained full awareness of China vessel movements and continuously deployed cutters to monitor the situation. All vessels transiting Taiwan’s surrounding water have maintained normal navigation and have not been boarded, approached, or otherwise interfered with by China government vessels.

TCGA reiterated that 'Where the Coast Guard stands, sovereignty stands.' Taiwan Coast Guard remains firmly committed to protecting freedom of navigation and will continue to expel any vessels attempting to assert unlawful jurisdiction in Taiwan’s water. In response to China’s increasing use of gray-zone harassment and cognitive warfare to create a false impression of jurisdiction, TCGA has made comprehensive preparations and will take all necessary measures to safeguard national sovereignty and maritime security.
