Taiwan Coast Guard Rebukes China’s Unauthorized Marine Survey Activities in Taiwan’s Eastern Exclusive Economic Zone;Chinese Research Vessel “Xiang Yang Hong 22” was Closely Monitored and Ordered to Depart
In response to a report released by China’s Xinhua News Agency claiming that the Chinese Ministry of Natural Resources had dispatched the research vessel Xiang Yang Hong 22 to conduct so-called “marine environmental surveys” in water east of Taiwan on June 18, the Taiwan Coast Guard Administration (TCGA) strongly condemns and rejects such actions as violations of international law and issues the following statement:
1. TCGA Maintains Full Situational Awareness and Continuous Monitoring
Through integrated intelligence, surveillance, and reconnaissance capabilities, the TCGA has maintained continuous monitoring of the movements of the Chinese research vessel Xiang Yang Hong 22. The vessel departed Zhoushan, China, at approximately 0500 on June 10, transited 52 nautical miles east of Miyako Island on June 11, and operated in water approximately 448 nautical miles southeast of Orchid Island (Lanyu) between June 12 and June 15. Thereafter, the vessel repeatedly navigated between water south of Japan’s Yonaguni Island and Taiwan’s eastern Exclusive Economic Zone (EEZ).
As of 2000 on June 18, Xiang Yang Hong 22 was located approximately 41 nautical miles east of Hualien, or 14 nautical miles outside Taiwan’s restricted water, and 50 nautical miles from Yonaguni Island. The vessel remains under close parallel monitoring by the TCGA cutter Lanyu.
2. TCGA Issues Repeated Radio Warnings
During monitoring operations, TCGA cutter Lanyu repeatedly broadcast the following warning to Xiang Yang Hong 22:“Calling Chinese research vessel Xiang Yang Hong 22. This is TCGA cutter Lanyu of the Republic of China (Taiwan). You are operating within the Exclusive Economic Zone of the Republic of China. You possess no sovereign rights or jurisdiction in these water. Your activities are in violation of international conventions and relevant regulations. I demand that you leave immediately.”
Following the warning, Xiang Yang Hong 22 proceeded northbound at approximately 15 knots and continued moving away from the area.
3. China’s Activities Undermine Regional Peace and Stability
The TCGA notes that China has recently and increasingly deployed government vessels and research ships to operate within Taiwan’s eastern Exclusive Economic Zone. Under the pretext of scientific research and marine surveys, China is in fact pursuing expansionist objectives and attempting to challenge the existing maritime order, thereby undermining regional peace and stability.
The TCGA reiterates that the Republic of China (Taiwan) is a sovereign and independent nation, and is not subordinate to the People’s Republic of China. In accordance with international law and the United Nations Convention on the Law of the Sea (UNCLOS), Taiwan enjoys sovereign rights and jurisdiction within its eastern Exclusive Economic Zone. China’s attempts to alter this reality through maritime operations, scientific surveys, or other forms of harassment cannot change these indisputable facts.
The TCGA emphasizes that “Where the Coast Guard is present, sovereignty is present.” TCGA vessels will continue to employ all necessary measures to monitor, deter, and expel Chinese vessels engaged in activities that threaten Taiwan’s maritime rights and interests. The Administration remains steadfast in safeguarding national sovereignty and ensuring maritime security.
