CHANG’s professional career began in 1981 as a police officer, and then transferred to Executive Yuan Coast Guard Administration as Senior Secretary in the Minister’s Office in 2007. In 2011, CHANG was promoted as Director of the Duty Command Center. CHANG was then promoted as Director of the Department of Coastal Control in 2014, and was assigned as Director of the Department of Intelligence. After reorganization of Coast Guard Administration in 2018, CHANG supervised Investigation Branch in 2020 and Central Branch in 2023. During his three-year term of leading the Department of Intelligence, several large seizures of drugs and illicit cigarettes and interdictions of illegal Vietnamese immigrants were CHANG’s career highlights, including multiple joint operations with overseas counterparts and law enforcement agencies. He graduated from Central Police University and received his MA at Tamkang University.
Mr. CHANG is married, has two children and resides in New Taipei City.
