Scope of Enforcement

According to the 2nd article of the Coast Guard Law, the law enforcement ability of the Coast Guard include: any area of land within the Taiwan region that is within 500 meters of the baseline, inclusive of both the low-tide line and the high-tide line; territorial and contiguous zone waters as defined by Republic of China laws; the Exclusive Economic Zone of the Republic of China including the continental shelf as defined in law; the contiguous zone; and the Exclusive Economic Zone and other government-defined law enforcement waters. Each type of region is described below:
 

  1. Shoreline to the end of the Exclusive Economic Zone (EEZ)
    1. Baseline enforcement area:
      Land, permanent or otherwise, that is within 500 meters of the water line, inclusive of both the low-tide line and the high-tide line.
       
    2. Territorial waters:
      From the shoreline extending outward 12 nautical miles.
       
    3. Contiguous zone:
      Inclusive of territorial waters, extending outward from the shoreline to 24 nautical miles.
       
    4. Exclusive Economic Zone:
      Inclusive of the contiguous zone and territorial waters, extending outward from the shoreline to 200 nautical miles.

       
  2. Waters temporarily or tentatively within the area of law enforcement.
    Areas within the Exclusive Economic Zone of the nation that overlap with the EEZ of neighboring countries, where negotiations for delimitation have not yet reached a consensus. In order to safeguard the rights and interests of fishermen, the government approved the First Provisional Enforcement Line of the Exclusive Economic Zone of the Republic of China, as the basis of maritime law enforcement.

     
  3. International waters fisheries patrol
    In order to protect the rights of the nation’s fishing industry in international waters, to fulfill conservation responsibilities in international fisheries, and to promote regular interaction with fisheries workers, the Coast Guard regularly sends ships to maintain order and security on fisheries in international waters, with a specific focus on the North and Midwest Pacific.
