Main Policies

1. Adopt the total quality control to attain the management goal which emphasizes customer satisfaction. High quality services are provided for customers to meet their demands. The organization will be constantly strengthened to enrich the mid-term policy implementation program. In respect of hardware, efforts will continuously be made to increase the research and development on equipments and facilities in view that manpower will eventually be replaced by technologies. Advanced electronic, detection and communication equipments will be utilized to monitor sea areas to ensure security and order. Moreover, vertical chain of command and horizontal coordination and networking mechanisms will be established to reduce the levels of command to achieve convenient and speedy services. In terms of software, the Directorate General will actively train and recruit professional talent to achieve internationalized, professional and standardized service qualities.

2. Improve capabilities of rescue, disaster aid and environmental protection in seawaters. Design and build rescue boats and oil-cleaning boats, and cooperate with the Environmental Protection Administration to purchase maritime environment pollution detection and treatment equipments to enhance its capabilities in the cases of maritime rescue, disaster aid as well as environmental protection. In addition, to integrate the direct case reporting line of 118 manifests the "one contact point and nationwide service" concept in view of providing people with the best support in the event of maritime disaster.

3. Due to their close relations with local residents, the Patrols have become the frontline service centers. Although their functions do not directly extend to service provision, they directly involve in many maritime supports and assistances. Moreover, a public service center is set up inside each Patrol which is managed by specifically designated personnel. Waiting seats are put into place with tea, water, public phone, newspaper, magazines, papers and pens around. Duty personnel will guide visitors to the waiting area or answer public enquiries.

4. In order to strengthen education and training and ensure quality of duty execution, the Directorate General has actively provided expertise and judicial training for law executors as well as for the newly recruited staff, dispatched personnel to undertake observation and study overseas, built contact network with coast guards of other countries, increased international exchanges, shared experiences, incubated high-quality human resources and broadened the organization's global view.

5. Utilize social resources by incorporating fishery policies, fisheries' organizations and civil groups. Understand the trend of the time and involve with the community in an active, lively and plural manner. Fully utilize the media or the opportunities of hosting seminars to provide care, condolence as well as assistance and promote government measures. By ways of fishery affairs consulting mechanism and people's power to combat crimes, joint efforts have been made to maintain the order in sea areas and coastlines.

6. In order to simplify the administrative procedure, the "Six Reduction Movement" (Reduction of matters; reduction of documents, reduction of chops; reduction of meetings, reduction of spoken words, reduction of written words), together with electronic documents, has been promoted to improve administration effectiveness to a large extent.
