A. Receive Case Reports from General Public
In order to encourage the public to take initiative to make reports, the Directorate General upholds the principle of "Provide convenient and people-centered services" and the goal of "One contact point and nationwide service." The Directorate General has established comprehensive case-reporting mechanism, formulated standard operation procedures and strengthen the function of the responding system of all units. Regardless the seriousness of the case or the status of the reporting person, all staff are required to demonstrate sincere attitude and process the case rapidly to show the people-first image. The substantial situations are as follows:
(1) Methods of Case Reporting:
The public may report a case to the public service center of the Directorate General or its subordinate Patrols (units) in person, by telephone, facsimile or in writing. In addition, the public may choose to report a case by telephone. The designated lines for case-reporting are listed below:
1. Direct dial of 118(Coast Guard Case Reporting Line)
2. Assignment Command Center of the Directorate General: Dial (02) 28052465 or 28053990 and press 0 to be transferred to the operator
3. In order for the public to report case in convenient manner, the Directorate General provides the Case Reporting Phone Numbers of the Maritime Patrol Directorate General and its subordinate units (as per the Attachment)

(2) Major Categories of Reported Cases:
The major categories of reported cases according to the functions of the Directorate General:
1. Investigate smuggled arms and drugs
2. Investigate smuggling of controlled agricultural and fishery products
3. Investigate illegal entry and exit
4. Provide maritime disaster aid
5. Handle maritime disaster
6. Resolve of maritime dispute
7. Investigate illegal catching, poison fishing, electrical and explosive fishing, illegal extraction (catch) maritime resources and destruction of maritime environment
8. Control and maintain maritime traffic order
All reported cases are regulated. Cases exceeding the authority will be reported to the relevant authority. In other words, all reported cases will be properly took care by us.

(3) Explanation of Handling Procedure:
1. In the event that a person reports a case in person or by telephone, the receiving unit will fill out a three-triplicate form. The first counterfoil will be submitted to the immediate supervising unit of the receiving unit, the second counterfoil will be kept (or posted to) by the reporting person (the third counterfoil is kept by the reporting person in the case of case-reporting), and the third counterfoil is retained by the receiving unit. A reporting public is required to properly keep the counterfoils in case of case transfer or other need in the future.
2. In the event that a person reports a case by way of facsimile or letter, the facsimile or letter will be registered and categorized, and the status of handling will be notified to the reporting person in writing.
3. In the event that a reported case is subject to the jurisdiction of the police, we will still respond to the reporting, take necessary steps, such as immediate closure of the site, and fill out a three-triplicate form which will be handed to the reporting person. Other documents of the case, along with the counterfoil, will be transferred to the police authorities.



B. Hosting "Fishermen's Seminars"
In order to promote fishing affairs, policies and crime prevention at domestic sea waters and coastline, the Directorate General strengthens its communication and networking with fishermen so as to enhance understanding and mutual trust, and improves law enforcement methods to win people's trust and cooperation as well as execute sound sea water and coastline patrol with joint efforts. Through the Patrols, the Directorate General constantly hosts fishermen's seminars and other related activities. The opinions offered in these seminars will be dealt with provided that they are not contrary to the law.


C. Provide Information on Maritime (Coastline) Patrol Affairs
The information maintained or kept by the Directorate General is in principle open while limitation is an exception in accordance with the requirement of openness stipulated in the Administrative Procedure Law. As a result, if the public has any enquiry concerning coast (ocean) patrol, he/she may visit the "Public Service Center" of the Directorate General or its subordinate Patrols in person. The public is also welcomed to make enquiries by telephone. The enquiry lines are as follows:
1. Direct dial of 118
2. Assignment Command Center of the Directorate General: (02) 28052465
In the event that the public is a party to the case or has interest in the case, he/she may apply to the Directorate General for viewing, taking notes, copying or photographing of the relevant information or files as per Paragraph 1 of Article 46 of the Administrative Procedure Law. Notwithstanding, the above information is limited to those that are necessary for a person to make a claim or preserve his/her legal interest, except the following circumstances:
(1) Draft or any other preparation documents prior to the making of administration decision;
(2) Classified national defense, military, diplomatic and general public information which shall remain confidential under the law.
(3) Information involving individual's privacy, professional secrets, trade secrets which shall remain confidential under the law.
(4) Third party's rights will be threatened.
(5) There is a threat to seriously affect the execution of duties concerning social order, public safety or any public interest.
