1. Strengthen patrol capabilities in sea areas, build comprehensive command, control, communication, intelligence, supervision and investigation systems and related technology equipments, extend the depth and broadness of the duty execution, stop maritime smuggling and illegal immigration and maintain maritime order.
2. Strengthen law and order at sea waters, establish special unit to maintain maritime order, possess information intelligence on terrorist activities, strengthen preparation for terrorist attacks and disasters, prevent illegal activities at sea waters and stabilize the society.
3. Strengthen intelligence gathering, increase investigations on organized and schemed crimes, expand maritime crime prevention mechanisms with the international community and Mainland China, develop cooperative relations with neighboring countries, create multiple cooperation and exchange channels and build international intelligence cooperation network.
4. Improve judicial training, enhance crime investigation and prevention capabilities, strengthen the execution of duties and promote law enforcement effectiveness.
5. Plan the construction of buildings of the coast guard, improve infrastructure facilities, promote the environment wherein duties are executed and provide incentives to increase staff morale.
6. Increase patrol density in territorial waters and the Exclusive Economic Zone, maintain maritime traffic, implement ocean cleaning, establish authority of law enforcement in sea areas and protect national maritime rights.
7. Develop multiple learning and training channels, integrate public and private department resources, establish lifelong learning system, implant maritime professional trainings, promote maritime affair research and development, incubate maritime affairs professional talent and create innovative, professional and progressing team.
8. In concert with the government's open ocean policy, assist in promoting all maritime activities and build Taiwan as a true ocean state.
9. Improve maritime pollution-cleaning capabilities, active participate in all professional trainings and seminars to enhance maritime pollution prevention and cleaning capabilities, strengthen maritime disaster prevention and emergence response system.
10. Increase maritime search and rescue capabilities, purchase boats and vessels with rescue functions, undertake maritime disaster rescue and aid drills, integrate resources of civil organizations, perfect the mechanism of maritime disaster rescue and aid, assist in expanding patrol mission and improve the effectiveness of maritime disaster prevention and aid.
11. Improve comprehensive service quality and establish people-focus service management system.
12. Enact (formulate), amend and compile laws and regulations, improve quality of law enforcement and ensure people's rights.
13. Arouse people's ocean awareness, build environment of oceanic life, conduct close-to-ocean public activities, encourage people to know and be close to ocean and cultivate maritime consciousness and culture.
14. Integrate private resources and assist in promoting Maritime Patrols, broaden Maritime Patrol service areas and strengthen service effectiveness.
