Introduction

Taiwan is surrounded by oceans with a costal line of 1140 kilometers. It means that each square meter of land has 32 kilometer coastline. Thus, marine research, development and management are of great importance.
The Republic of China government established the Fleet Branch under the Ocean AffairsCouncil -Costal Guard Administration, Executive Yuan on 28 April 2018, which is responsible for law enforcement in seawaters, such as policing and patrol in territorial seawaters, investigation and prevention of illegal activities committed in seawaters, combating illegal immigrants and smuggling. In addition, the Directorate General assists in environmental protection, marine resource protection, safeguard and protection of the fishing industry as well as search and rescue operations in the event of perils of the sea, which extend to marine affairs in charge by all government agencies.
In the government's re-structuring plan which focuses on efficiency assessment, the Fleet Branch has become a marine law enforcement agency with sound legal system, clear mission and enhanced capabilities. At the same time, thanks to the in-school education and special materials, all software and hardware facilities have been upgraded to meet the modern standards witnessed in a complete marine law enforcement agency.
